A record of an unprosecuted criminal charge as a juvenile?

For a Top Secret Clearance background investigation. If someone is arrested as a juvenile, charged with posession of stolen property only and the prosecutor decides not to prosecute and the case is dismissed, would there be a record of that incident that a background investigator may find later if applying for a clearance. The incident itself happened in a city three hours from where the person lived as well.
