Are clothes on sale rejected clothing?

So, I buy stuff at places like Hollister, A& F, Or AEO. When sometimes I go there I may get a thing or two from Clearance, are those rejected clothing? I don't want to walk around wearing reject stuff, that is why I was wondering if their cheap because nobody wants them.
